
Rules and Codes of Conduct
Constitution
The club shall be called Upminster Park Rovers Junior Football Club hereinafter called the Club.
The aim of the Club is to give its members the opportunity to learn and play Association football in and around the Havering area.
The Club colours shall be black and white shirts, black shorts and red socks.
The Club shall be affiliated to a County FA and shall only join leagues that are affiliated to the County FA. The Club shall abide by the rules of the County FA and any leagues it has joined.
The Officers of the Club shall be the Chairman, Deputy Chairman, Secretary and Treasurer.
The Upminster Park Rovers Management Committee, hereinafter called the Management Committee, shall manage the Club.
All members and supporters of the Club must abide by the following Club documents that are set and amended by the Management Committee at its discretion

Membership
There shall be two categories of annual membership that must be renewed each year. Membership expires at the end of August each year. All members shall be required to complete the documentation specified by the Management Committee.
Junior Membership
Open to children under 19 years of age. Any player wishing to join another club must have the Club’s permission. Any player transferring from another club must pay any transfer fees prior to joining the Club.
Adult Membership
Adult members must be over 18 years of age. All Managers, Coaches and Members of the Management Committee shall be adult members. The Management Committee must approve all applications for adult membership.
Subscriptions will be set by the Management Committee and will be notified at the Annual General Meeting. The Management Committee will set a team subscription. Each Team Manager is responsible for setting the registration fee per member of their team. The level of the individual registration fee must be sufficient to cover the team subscription and any other expenses incurred by the team. It is the Team Manager’s responsibility to pay the team subscription in accordance with the dates set by the Management Committee. Club membership for the team members commences on payment of the team subscription, completion of the necessary documents and acceptance by the Club. Failure to pay the team subscription may result in the expulsion of the team from the Club.
All members are responsible for the payment of fines imposed by a league or the Football Association. All fines must be paid via the Secretary.
Members representing the Club to/from and during competition do so at their own risk. The Club, the Management Committee, Team Managers and Officials cannot be held responsible for any claim for injury or loss of personal property. The Club has both Liability and Personal Accident policies, which can be seen on request.
Management Committee
The Management Committee will comprise of the four Officers along with the Fixture Secretary, the Club Welfare Officer, the Coaching Advisor, the Social Secretary and two general members.
All members of the Management Committee have one vote. A simple majority will decide all matters. If there is a tied vote, the Chairman will have a casting vote to decide the matter.
A minimum of three Committee Members including one Officer shall form a quorum.
All officers and members of the Management Committee are elected annually at the Annual General Meeting.
The Management Committee may appoint new members of the committee to fill posts that are vacant and may co-opt club members onto the committee as necessary.
The Management Committee shall decide on all disciplinary matters where there has been a breach of Club rules or codes of conduct or for conduct, which is, in the opinion of the Management Committee, prejudicial to the best interests of the Club. Their decision shall be final. This rule may be applied whether the act in question is carried out by a member or by someone associated with a member.
The Management Committee may impose fines on Team Management as set out in the Team Management Handbook. Any team who’s Team Management incurs an excessive number of Club fines may, at the Management Committee’s discretion, be suspended from the Club.
The Management Committee shall keep proper books of accounts which will be maintained by the Treasurer.
Team Management
Team Management shall be responsible for the conduct and behaviour of Club members, parents, supporters and players when their team is representing the Club.
The Management Committee will decide the number of teams within each year group and league applications for the following season.
The maximum number of players registered for each squad will be limited to twice the number of players in the team.
Team Management shall consist of a Manager and Assistant Manager(s) for each team. In addition it will include any coaches involved with the team. Any adult volunteers that help in any capacity must be members of the Club.
Team Management for each team will be appointed annually by the Management Committee and shall
Agree to any appropriate checks being made as to their suitability for the post.
Adhere to and respect the rules of the Football Association(s), relevant League(s) and of the Club.
Operate in accordance with the policies and Codes of Conduct of the Club as determined by the Management Committee.
All teams must play in Club colours unless a changed strip is necessary for individual matches. Club shirts and shorts remain the property of the Club and must be returned if a member leaves the Club.
Team Management shall be responsible for all Club equipment, which must be returned on request.
Team Management shall maintain financial records for the team, which shall be made available to the Treasurer on request. An Officer of the Club must sanction any fund raising events.
Team Management shall be responsible for payment of all fines imposed by a league or the Football Association. Payment must be made via the Secretary.
Miscellaneous
No amendment shall be made to these rules except by resolution at the Annual General Meeting or at an Extraordinary General Meeting called for that purpose. Alterations must be notified, with a proposer and a seconder, to the Secretary 14 days before the meeting.
The Annual General Meeting shall be held each year. Each Manager and each member of the Management Committee shall have one vote at the Annual General Meeting.
The Management Committee shall decide on any matter where these rules are silent. Their decision shall be final and binding.
The Club is committed to providing all members with equal opportunities irrespective of gender, race, creed or any other condition not relevant to the performance of the Club.
Dissolution
(a) A resolution to dissolve the Club shall only be proposed at a General Meeting and shall be carried by a majority of at least three-quarters of the members present.
(b)The dissolution shall take effect from the date of the resolution and the members of the Club Committee shall be responsible for the winding up of the assets and liabilities of the Club.
(c) Any surplus assets remaining after the discharge of the debts and liabilities of the Club shall be transferred to a charity, a Charter Standard Club, the Parent County Association or The FA for use by them for related community sports

PLAYERS CODE OF CONDUCT
Play because you enjoy football, not to please your parents or coach
Players must respect the rights, dignity and worth of each and every person and treat each equally within the context of the sport.
Players must adhere to all guidelines laid down by the constitution and the code of conduct of the club.
Players must develop an appropriate working relationship with the coach based on mutual trust and respect.
Players must accept responsibility for their own behaviour and performance, and not argue with the referee or assistant referee.
Players should, at the outset, clarify with the coach (and, where appropriate, their parents) exactly what is expected of them and also what they are entitled to expect from the club.
Players must co-operate fully with specialists (e.g. other coaches, officials, sports, scientists, doctors, physiotherapists) in their own interest.
Players must always adhere to the positive aspects of the sport (e.g. fair play) and never condone violations of the laws of the game, behaviour contrary to the spirit of the laws of the game or relevant rules and regulations or the use of prohibited substances or techniques.
Players must consistently display high standards of behaviour
Players must appreciate the importance of striving to win, not winning itself.
PARENTS CODE OF CONDUCT
Parents must appreciate their children's involvement in playing football should be primarily for his/her own personal enjoyment.
Parents must respect the rights, dignity and worth of each and every person and treat each equally within the context of the sport. Praise positive aspects of play and avoid becoming frustrated or ridiculing young players by focusing on their failings. Turn losing into winning by helping your child work towards skill improvement and good sportsmanship. Never ridicule or yell at your child for making a mistake or losing a game.
Parents must place the well-being and safety of each player above all other considerations, including the development of performance.
Parents must adhere to all guidelines laid down within the constitution and the rules of the Football Association.
Parents must develop an appropriate supportive relationship with both the coach and their child based on mutual trust and respect. Recognise the value and importance of coaches who are all volunteers. They give children their time and resources to provide football for your child.
Parents must not exert undue influence to obtain personal benefit or reward.
Parents must encourage and guide players to accept responsibility for their own behaviour and performance. Encourage your child to play to the Laws of the Game and not to argue with Referees and other Officials. Do not question the Referee's judgement or honesty. Remember he/she is only human with the same feelings as you and, like you, sometimes may make an honest error.
Parents should at the outset and where appropriate seek clarification with the coach and players, exactly what is expected of them and also what they are entitled to expect from the coach and the player.
Parents must co-operate fully with specialists (e.g. other coaches, officials, sports, scientists, doctors, physiotherapists) in their own interest.
Parents must always promote the positive aspects of the sport (e.g. fair play) and never condone violations of the laws of the game, behaviour contrary to the spirit of the laws of the game or relevant rules and regulations or the use of prohibited substances or techniques.
Parents must consistently display high standards of behaviour. Support all efforts to remove verbal and physical abuse from children's football.
Parents must emphasise the importance of striving to win, not winning itself. Praise effort and performance more than results. Teach your child that honest effort is more important than victory so that the result of each game is accepted without undue disappointment. Remember that children learn best by example. Applaud good play by your team and of the opposition.
COACHES/MANAGERS CODE OF CONDUCT
Coaches/Managers must respect the rights, dignity and worth of each and every person and treat each equally within the context of the sport.
Coaches/Managers must place the well-being and safety of each player above all other considerations, including the development of performance.
Coaches/Managers must adhere to all guidelines laid down within the constitution and the rules of the Football Association.
Coaches/Managers must develop an appropriate supportive relationship with each player based on mutual trust and respect.
Coaches/Managers must not exert undue influence to obtain personal benefit or reward.
Coaches/Managers must encourage and guide players to accept responsibility for their own behaviour and performance.
Coaches/Managers must ensure that the activities they direct or advocate are appropriate for the age, maturity, experience and ability of players.
Coaches/Managers should at the outset clarify with the player (and where appropriate with the parent), exactly what is expected of them and also what they are entitled to expect from their coach.
Coaches/Managers must co-operate fully with specialists (e.g. other coaches, officials, sports, scientists, doctors, physiotherapists) in the best interests of the player.
Coaches/ Managers must always promote the appropriate code of conduct and positive aspects of the sport (e.g. fair play) to players, parents and spectators alike. Never condone violations of the laws of the game, behaviour contrary to the spirit of the laws of the game or relevant rules and regulations or the use of prohibited substances or techniques.
Coaches / Managers must consistently display high standards of behaviour and experience and be a role model for players, parents and spectators.
SPECTATORS CODE OF CONDUCT
Spectators must appreciate the child's involvement in playing football should primarily be for the child’s own personal enjoyment. They are not there to entertain you.
Spectators must respect the rights, dignity and worth of each and every person and treat each equally within the context of the sport. Praise positive aspects of play and avoid becoming frustrated or ridiculing young players by focusing on their failings.
Spectators must adhere to all guidelines laid down by the constitution of the club and to the code of conduct.
Spectators must encourage and guide players to accept responsibility for their own behaviour and performance.
Spectators must ensure that the activities they direct or advocate are appropriate for the age, maturity, experience and ability of players.
Spectators should at the outset seek clarification with the club exactly what is expected of them and also what they are entitled to expect from the coach, parents and players.
Spectators must always promote the positive aspects of the sport (e.g. fair play) and never condone violations of the laws of the game, behaviour contrary to the spirit of the laws of the game or relevant rules and regulations or the use of prohibited substances or techniques.
Spectators must consistently display high standards of behaviour. Do not use profane language or harass, physically or verbally, players, managers, coaches, referees or assistant referees. Respect the Referee and Assistant Referees' decisions. Remember he is only human with the same feelings as you, and like you, sometimes makes an honest error.
Spectators must emphasise the importance of striving to win, not winning itself. Praise effort and performance more than results.
